경기도의회 문화체육관광위원회 황대호 부위원장(더불어민주당, 수원3)은 11일 경기도체육회와 경기도장애인체육회 행정사무감사에서 북부사무소의 조속한 설치 필요성을 주장하고 장애인에 대한 체육 일상화 여건 조성을 강조했다.
황대호 부위원장은 장애인 체육에서 중요한 가치는 장애인 등 소외계층에게 균등한 기회를 제공하고, 장애인분들이 겪을 역경을 제거하는 것이 장애인 체육회의 역할이라 밝히며, “그러나 장애인 체육회는 북부사무소도 없고 장애인들이 체육회관을 이용할 시설 여건이 되지 못한다”고 질책했다.
황 부위원장은 “민선8기 도지사 정책공약인 경기도체육회·장애인체육회의 북부사무소 설치를 위해 힘찬 첫발을 떼보자”며, “어떤 형태로 이전할 것인지 구체적 방안 논의를 위한 토론회·연구용역 및 TF팀 추진 필요성”을 밝혔다.
이에 대해 김훈 체육과장은 “북부사무소 설치는 지난 3년간 논의됐으나 구체화하지 못했다”며 “북부사무소 설치를 적극 추진하겠다”고 답했다.
또한 황 부위원장은 장애인 선수들이 재활할 수 있는 시설이 없다고 밝히며, “장애인, 노인, 일반인, 재활이 필요한 선수들이 이용할 수 있는 수중 재활시설을 조속히 도입하고, 특정 종목이나 선수에 해당되는 것이 아닌 발달장애인, 장애인, 장애인 선수들이 체육을 일상화·상시화 할 수 있는 여건이 조성될 수 있도록 적극적으로 노력해 달라”고 강조했다.
